Press Release: ICC-ES President Shahin Moinian explains why ICC-ES Evaluation Reports are so important. “Flood Flaps® Engineered Flood Vents can now reference the evaluation report to ensure building officials and the building industry that the product meets I-Code requirements,” Moinian said. “Building departments have a long history of using evaluation reports, and ICC-ES operates as a technical resource with the highest quality of product review for the building department. Final approval of building products is always in the hands of the local regulatory agency.”
ICC-ES thoroughly examined Flood Flaps® Engineered Flood Vents product information, test reports, calculations, quality control methods and other factors to ensure the product is code-compliant. FEMA TB 1FEMA Technical Bulletin 1:
Provides guidance on the National Flood Insurance Program (NFIP) regulations concerning the requirement for openings in below Base Flood Elevation (BFE) foundation walls and walls of enclosures for buildings located in Flood Zones A, AE, A1-A30, AR, AO, and AH.

  • If enclosure walls are not designed with openings to relieve the pressure of standing or slow-moving water against them (called hydrostatic loads), the walls can be damaged or fail during a flood.
  • If the walls are “load-bearing” walls that support the elevated building, failure of the walls may result in damage to, or collapse of, the building.
  • To address this concern, the NFIP (National Flood Insurance Program) regulations require that enclosure walls contain openings that will allow for the automatic entry and exit of flood waters.
  • These openings allow flood waters to reach equal levels on both sides of the walls, thereby lessening the potential for damage caused by a difference in hydrostatic loads on opposite sides of the walls.
  • In A zones, the requirement for flood openings applies to all enclosed areas below new elevated buildings and below substantially improved buildings.

ASCE 24-14American Society of Civil Engineers: Flood Resistant Design and Construction (ASCE 24-14)
ASCE 24 states the minimum requirements and expected performance for the siting and design and construction of buildings and structures in flood hazard areas that are subject to building code requirements. It provides essential guidance on design and construction to structural engineers, design professionals, code officials, floodplain managers, and building owners. The standard is adopted by reference in model building codes.
Notes:
– All flood openings “shall not be less than 3 in. in any direction in the plane of the wall.”
– Any flood opening “shall be classified as partially obstructed if louvers, blades, screens, grilles, faceplates, or other covers or devices are present during the design flood” and use the partially obstructed shape Coefficient of Discharge requirement.
– V-Zones: Flood Openings are now required in Breakaway Walls.
